Megan Kusina

Senior Contracts & Procurement Consultant

Megan Kusina is Contracts and Procurement Consultant at Fortuna Solutions Group with nearly a decade of experience driving complex Department of Defense procurement programs across the U.S. Space Force and the U.S. Navy, with in depth expertise into U.S. Navy shipbuilding and submarine procurement programs.

Most recently, Megan served as a Supervisory Procuring Contracting Officer at the Space Systems Command, overseeing the Enhanced Polar System Recapitalization Programs. Prior to, Megan served as a Procuring Contracting Officer at Naval Sea Systems Command (NAVSEA), where she oversaw numerous, multi-billion-dollar shipbuilding portfolios, and held a position with Naval Facilities Engineering Command (NAVFAC) Atlantic.

In her tenure at NAVSEA, she led the solicitations, negotiations and awards of contracts valued at approximately $29B under the Virginia Class Submarine Program, including the contract for the construction of 10 Virginia Class Submarines, and the solicitation and negotiations of contracts valued at $5.9B under the John Lewis (TAO 205) Fleet Replenishment Oiler Program for the construction of 8 ships. In addition to pre-award efforts, she has managed post-award portfolios in excess of $25B. She also has experience leading efforts under the Submarine Tender Recapitalization Program, the Arleigh Burke (DDG 51) Class Guided Missile Destroyer Program and it’s supporting industrial base initiatives.

Megan’s expertise spans the full acquisition lifecycle, from strategic planning and solicitation development to cost/price analysis, negotiations, and award. She has been consistently recognized as a trusted advisor to senior leadership, program managers, and industry partners and lead acquisition strategies and negotiations for some of the nation’s most advanced defense platforms.

David Hector

Senior Contracts & Procurement Consultant

David Hector is a Senior Contracts and Procurement Consultant at Fortuna Solutions Group, where he leverages more than 15 years of Department of Defense acquisition experience to help clients modernize procurement strategies, strengthen compliance, and deliver complex capabilities to the warfighter. Known for his ability to align contracting execution with strategic objectives, David combines operational insight with financial and policy expertise to help organizations achieve efficient, mission-focused acquisition outcomes.

Before joining Fortuna, David served as Senior Contracts Manager at Cole Engineering Services, Inc., a leading defense training and simulation firm. In that role, he managed a diverse portfolio of prime and subcontract awards under the Federal Acquisition Regulation (FAR) and Other Transaction Authority (OTA), leading competitive pricing, compliance, and lifecycle contract management. He played a key role in advancing the U.S. Army’s Synthetic Training Environment, including negotiation of a $500M production OTA for the Reconfigurable Virtual Collective Trainer—an effort that streamlined pricing, accelerated fielding, and enhanced readiness across the training enterprise.

Before joining the private sector, David served as a Contracting Officer with the U.S. Army Contracting Command – Orlando, where he oversaw complex multi-billion-dollar source selections for various training programs and the National Cyber Range Complex. Prior to that, as a Contracting Officer at the Naval Sea Systems Command (NAVSEA), he managed major shipbuilding procurements for the Arleigh Burke (DDG 51) and Littoral Combat Ship (LCS) programs, managing multi-billion-dollar portfolios and leading high-value negotiations that strengthened the Navy’s surface combatant industrial base. David’s contracting career began at Eglin Air Force Base where he supported research and development, testing, and production of numerous weapons systems.

David holds a Master of Science in Finance and a Bachelor of Science in Finance and Real Estate from Florida State University. He is DAWIA Level III certified in Contracting and Level I certified in Program Management.

Israel Alvarado

Senior Contracts & Procurement Consultant

Israel Alvarado is a Senior Contracts and Procurement Consultant at Fortuna Solutions Group. In this role, he supports client engagements by delivering tailored acquisition solutions, solving complex procurement challenges, and providing full-spectrum contract expertise across the federal landscape.

A military veteran with 17 years of federal acquisition experience, Israel has held key roles within the U.S. Navy and U.S. Air Force. His career spans operational logistics across Western Europe and Africa, research and engineering services throughout the U.S., wartime construction in Afghanistan, and humanitarian relief efforts abroad. Most recently, he also provided acquisition expertise to the Advanced Research Projects Agency for Health (ARPA-H), strategizing Other Transaction Agreements (OTAs) for high-risk, high-reward public health initiatives.

As a Contracting Officer for the Naval Supply Systems Command (NAVSUP) in Europe and Africa, he supported a wide range of operational logistics requirements for the U.S. and allied forces. His leadership in this capacity, combined with his role in coordinating emergency contracting support for over 7,000 Afghan refugees during Operation Allies Refuge, earned him both a Civilian Meritorious Service Award and a personal coin of recognition from the Chairman of the Joint Chiefs of Staff.

At the Naval Information Warfare Center (NIWC) Pacific, Israel provided acquisition expertise for professional services, research, development, and sustainment efforts across key Navy systems, including support for various Defense Advanced Research Projects Agency (DARPA) programs. There, he managed a diverse portfolio of contracts, grants, cooperative agreements, and OTAs designed to accelerate national defense innovation.

Israel holds a Master of Business Administration from Argosy University and a Bachelor of Science in Accounting from Southwestern College. He holds a Contracting Professional certification under both the Defense Acquisition Workforce Improvement Act (DAWIA) and Federal Acquisition Certification in Contracting (FAC-C) frameworks.

Megan Moore

Megan Freiburger Moore is the Chief Executive Officer of Fortuna Solutions Group, a full-service government and defense contract consulting business. In this capacity, she provides strategic vision to drive growth, foster innovation, and create value for stakeholders.

Additionally, Megan has served as Chief Operating Officer of an aviation defense services firm that provided flight operations, maintenance, and test services to a variety of Department of Defense (DoD) customers worldwide. She has also served as Vice President of Business Operations, Vice President of Contracts, and Director of Contracts in the defense industry. After beginning her career in U.S. Air Force acquisitions, Megan spent a decade with the Naval Sea Systems Command (NAVSEA), bringing a wealth of experience and knowledge across a variety of U.S. Navy ship classes and weapons systems, including the Arleigh Burke (DDG 51) Class, Gerald R. Ford (CVN 78) Class and Zumwalt (DDG 1000) Class.

As a GS-15 Contracting Officer for the DDG 51 Program, Megan managed a portfolio of over $10B in contracts for ship construction, services, and ship availabilities. She also led the solicitation, negotiations, and award of contracts for construction of 13 U.S. Navy destroyers, valued at over $8.5B.

Megan’s record of success includes leading the contracting efforts for the Arleigh Burke (DDG 51) Class Program Procurement Teams that earned the 2012 DoD Packard Award for Excellence in Acquisition and the 2011 Department of the Navy Award for Competition Excellence.

Megan holds a Bachelor of Arts in Economics and Government from Georgetown University, an MBA from George Mason University, and completed The Wharton School’s Executive General Management Program at the University of Pennsylvania. Additionally, she is DAWIA Level III certified in Contracting, and Level I certified in Program Management and Logistics.

Lauren Ayers

Lauren C. Ayers is the Chief Operating Officer and Chief Financial Officer of Fortuna Solutions Group, a full-service government and defense consulting firm. In this dual role, she creates a cohesive strategy that aligns operational capabilities with financial objectives, facilitating agile decision-making and driving organizational success.

Previously, Lauren served as Vice President of Defense and Intelligence at the Professional Services Council, focusing on policy, advocacy, and education efforts related to the U.S. Department of Defense and the Intelligence Community. Additionally, as Director of Program Analysis & Business Transformation for the Deputy Assistant Secretary of the Navy (Procurement), she advised on nearly $300B in U.S. Navy and U.S. Marine Corps procurements.

As a GS-15 Contracting Officer with the Naval Sea Systems Command (NAVSEA), Lauren applied her expertise in business analytics, negotiation, and risk management to various Navy ship classes and weapons systems, including the Arleigh Burke (DDG 51) Class, the Zumalt (DDG 1000) Class and both the Freedom and Independence variants of the Littoral Combat Ship Class. In this role, she led the strategic direction and execution of efforts on existing portfolios in excess of $40B for ship construction, services, and ship availabilities. She also led the solicitation, negotiations, and award of contracts for the construction of up to 20 U.S. Navy destroyers, valued at nearly $20B.

Continuing her multi-discipline expertise, prior to joining NAVSEA in 2010, Lauren worked for a private investment management firm in Seattle, Washington and held FINRA Series 7 and Series 63 licenses in support  of high net worth clients across a nearly $3B client base.

Lauren earned a Master of Science in National Resource Strategy as a Distinguished Graduate from the National Defense University’s Eisenhower School for National Security and Resource Strategy. She also holds a Bachelor of Business Administration in Finance with a minor in Economics from James Madison University. Lauren is DAWIA Level III certified in Contracting and Level I certified in Business and Financial Management. Additionally, she serves as an Advisory Board Member for firms in the federal contracting space.
